when to draw

If an opponent misclicks on the first move is it proper etiquette to accept a draw offer? for instance if a person plays 1.e3 instead of playing 1.e4 and they explicitly state it was a misclick.

Only if they are higher rated.

Misclicks are part of the game. People should know to be careful. I don't think it's poor etiquette to refuse the draw. Still, I'd probably accept the draw in the situation you describe.

I’ve accidentally played 1.e3 many times. One must adapt to the position on the board.

I would probably except the draw, but I definitely agree that it's part of the game.

I except all draws: play until lone kings. Accepting them is something I will not do.

I would probably ignore them... if I were feeling really nice and it were my friend or something, then I'd say "no" and decline. Most people I'd ignore, and if they said something in chat I'd just block the chat... because it's a ridiculous request, IMO.
