Answer:

Simply stated, advertising isn't allowed. Posts within clubs are subject to that club's rules. Posting advertising to other clubs that don't allow it, in the general forums, player notes, chats, messages aren't allowed.

As has been seen, it's very possible to get private messages advertising club activities reported as well and would technically fall under that.

Sounds to me like club invites are illegal.

They mean that you can only make advertisement and send links to stranges using the official club invites (admin tool).
