Armenia seems to be doing quite well considering population vs the amount of GMs vs their average rating, interesting.
Monaco tops most of other countries by a lot when it comes to titled/capita ppm.
Thought Israel might be somewhere around the top too and it indeed is
Considering all - Russia seems to have the highest average, highest amount of both GM and IM and the total amount of titled players - compare that with their population being 11th in the list i guess that pretty much gives a clear winner

The link you provided shows Russia and Germany still around the same titled per capita. Although, other less populated countries have higher per capita numbers I confined my answer to the original question "Which country do you think is best in chess?" to those countries with the most titled players.

Which are now 51st and 52nd respectively. Seems the rest of the world has made some progress over the last 10 years.

Well, it's way above the US and India, so barring the smaller countries ( Rich ones, that don't have a big part of the population that don't have the same exposure to chess or time for it ) it definitely matches the reputation of the Greatest chess country in history

Valid, and I would agree that if the question is "greatest chess country in history", it's hard to argue against Russia. But if we're talking about the current best chess country, you could make an argument for Serbia, Czech Republic, Russia, US, etc.
Considering collective population, it would be China or Russia. But Norway takes it if we only account for the best of each nation.
In order to argue for Norway, you would need to make the criteria only the best player in a country, because the US has about 5 world class players, more than anyone else
