I would definitely take with h pawn so my rook doesn't have to move to reach an open file. The sooner the attack materializes, the less time the opponent has to defend. The queen can always come to f3 later, allowing me to castle queenside and bring my other rook into the attack.
Which way would you take?
I would capture towards the center. The open file is a secondary concern, regardless of whether it's the f- or h-file.
On a seperate point... what was the Bishop doing out there anyway? Shouldn't it still be on c1?
and last but not least, my best reason of all, I always take with the f-pawn in this position so I will keep doing that forever :D
I would take with the h pawn and then either castle queenside or play kf1 - kg1 like an idiot and use the open file for the good of mankind

That bishop should not be on C1, unless you are now allowed to do illegal moves.

The game started out as a London setup, but Black allowed me to play e4 instead of e3. I then put the knight on d2, and Black played Nh5 attacking the bishop. I went to g3, he took it, and we reached the position in the diagram.

I looked at the screen shot, and can see 1 white bishop, and it could not be on c1. Seems you were talking about a bishop that is no longer there. All good.
In a recent game of mine, I reached the position below:
Black has just captured a bishop on g3. I wasn't sure whether to take with the h-pawn or the f-pawn. As I like to attack, I decided to take with the f-pawn and try to put pressure on f7. However, I wasn't sure if it was the right choice. If Black can get his king to safety and eliminate most of my pressure on his king, he might be able to use the dark square weaknesses to his advantage. Which way would you recapture, and why? (Also, please don't look at an engine.)
