The lowest I've seen 220 or 250 something like that, live chess.
BUT who's the lowest of all right now ? And how does he feel about his rating, maybe he needs help to improve other ways he might forget chess forever, let's help him!

I think to get below a certain level, one must put forth some effort.

Theirs no purpose, someone just learned how the pieces moves will start with a 100 rating, that's not a begginer, that's a novice , which LITERALLY knows just how the pieces moves and that's it!
