Who is the worst chess player ever?

We all have heard of the chess greats. Fischer, Kasparov, Carlsen, etc. But who is the worst, I mean the WORST rated player there is? Here is my criteria: I am not looking for a strong master who has had some off days (e.g. Nigel Short) The person must be playing for a substantial amount of time.
