Why am I so bad at chess

You have played exactly 234 bullet games too many. Please fix that first before claiming "I have tried everything I can".
It is not exactly bad to play bullet games, he should just play more rapid and daily.
Actually bullet is worse than "a waste of time" if you want to improve.
I'd have to say you're right and wrong. To improve, well it might not help you become a master, but it after you are pretty good at chess, you should try bullet. Why? Because masters play bullet matches too, which is part of chess. But I do say that it won't improve your rapid games very much...

Remind me of math genius kids who can calculate "faster" than the calculator but had not yet contribute anything to the world of science. Likewise in chess, people can play and win a game under 1 minute often think that they are good at chess. However, the sad truth is, most of them do not have a title. And the interesting part is, titled players never suggest bullet chess as a training method.

I somehow disagree with you. Bullet should just be played for fun. I've heard some people say that it rots your brain. Bullet ratings don't matter. Yes even if bullet is bad you have to make a lot of pre moves to win still. I recommend If you want to still play bullet but be tactical, 1 minute to mate by Hikaru Nakamura .

That's why enjoyment is important: improvement happens over the course of years.
If you try to improve dramatically in months you'll burn yourself out.
This isn't just with chess, it's with any skill.
But if you have a routine, and you enjoy it, then one day you'll wake up and 10 years has gone by already.

Also GMs are not beginners or club level. Bullet is harmful for developing players(specially beginners).

As someone who has already improved compared to what he was before I advise you to:
1) Avoid thinking that you're talented, that idea held me back for a while and when I stopped it I focused more on studying and training and that helped me improving.
2) Get some good chess books on different aspects of the game (I can recommend you some if you would like) and when you read a variation try as much as you can to do it in your mind rather than on the chess board.
3) Have patience and don't be hasty, chess improvement takes years of studying, training and playing. Remember what Mark Dvoretsky said: "Don't expect immediate results, but have firm confidence in eventual success."
4) There is a lot of useful training tools here, especially Tactics Trainer, try to solve as many puzzles each day as you can even if you fail mostly at the beginning, it helps much in calculation and in sharpening your tactical vision.
5) Try to play as much chess as you can without getting exhausted or bored or enslaved by the game, all types of chess help in improving certain factors of your game. I don't know how we define "true chess" and I wonder how "true" rapid and blitz chess are compared to the classical one but even bullet helped me in improving two factors: First is remembering many opening traps in which I used to fall into, Second is improving my ability to think and play fast, you know I used to be troubled by the shortage of time but after playing tons of bullet games I play rapid or blitz feeling that I have enough time to play.

Hasn't the OP played only 233 bullet games?
Also, playing bullet more than rapid/daily is just a horrible idea. If you quit bullet and replace it with rapid/daily games and analyze your games, find where you go wrong, rest assured you will see a significant rating jump.
