Why are the names of annotations different between analysis and game review?

I have also seen !? referred to as "speculative" or "interesting". I'm just wondering what the reason is. Are there "official" definitions for these symbols?
Having the same symbols being referred to by different names is just kind of confusing to me as a new chess player.
