Everybody can. Move the king two spaces, make sure king is not in check, make sure King did not move at all, make sure the space between the rook and and the king isn't targeted by any enemy piece. If all of these conditions are met then you must have some kind of issue with your browser.
The king also can't castle when in check or through check but the rook can go through check
You have to know the special knock to get into the castle.
