The speed of the electromagnetic wave varies with the material it travels through, but it is nearly the speed of light.

The speed of sound also varies in the medium through which it travels.

Thunder is the sound of a bolt of lightning as it heats and pressurized the air through which it travels.

You can create lightning in a near vacuum that makes no sound.

Every material has a property known as the dielectric constant.  That measures the relativer permittivity of the substance.  Some material do not propogate and electromagnetic wave.

In a pure vacuum, there is no resistance and the e-m wave propogates at the speed of light.

That assumes you can get to the speed of light in an automobile.

In the thought experiment, knowing nothing travels faster than the speed of light, you would not be able to see where you are going and would likely run into an asteroid or moon.  I hope you have insurance.
