why do i feel like most chess positions i come across are just 99% too quiet

am i playing the wrong openings that doesnt fit my style, why do i feel like playing for random moves and waiting for them blunder is the best way i could play chess, its very hard to find anything in some position, trying to find a plan just ends with me being lost that i am better off just blunderchecking every move and going full tactical mind without a plan so i could win a game for once, what am i doing wrong?

You need to learn chess strategy which means.... What should I do? Well the position actually tells you what you need to do but if you lack the ability to read the position then you just move around like most of us. Strategy is...find the weakness...create a knight outpost...good bishop vs bad bishop...rooks on open files and eventually the 7th rank...etc etc etc. Plenty of lessons on this website about strategy. Chess is 99% tactics is wrong. Proper strategy is way more important. Strategy is not YOUR IDEA...it is the right plan that the position needs. The book "Modern Chess Strategy" by Ludek Pachman is a book that actually tells you what you need to do in certain positions and how to find the right plans.
