why does time change?

can somebody tell me why I just played a guy down to 7 seconds, and the time he had left increased everytime he moved. soon he had 20 seconds, and I ran out of time.

You were playing a game on increment.
Know your time control!

What likely happened is that you had a brief disconnect and the server may not have received your move. 

 

The server is the keeper of the accurate time. With the lag compensation algorithms the times on the clients may not be accurate. That is why you may occasionally see clocks adjusted in games, even without increments.
