Why don't automatically claim for a draw if our time is close to zero or zero?

I saw such thing on the other chess websites. I lost several games because it takes time to push appropriate button here but time is ticking. I think it's possible to claim for a draw in a real blitz game even if time has already gone but draw had happened before it. Especially it makes sense for bullet. I mean technical draw of course.
