Absolutely it can. Motivation is probably the single greatest factor to improvement in anything outside of prodigious talent. Motivation allows you to work harder, learn more, get more information into your head, and basically just outwork people.
And to answer the thread's opening question, the answer is simple. She's hitting her physical prime. 18-19 or so to 27-28 or so. Somewhere in that decade is usually when most women are their hottest by traditional standards, or those where "most" people would find them the hottest. Exceptions, yes of course, but that's a reliable heuristic. At 23, she's dialed in probably perfect, and even aware of it and making herself look her best for her popularity and fame. She has an ego too, and probably wants to look her best.
