for example he got +192 for win draw was +0 and loss was -227 why is this happening and is there a way i can get these numbers

That's how it is for new accounts. After each game the amount will get smaller until they're winning or losing a normal amount of points.

It is like a placement game new accounts adjust by high levels to give them the right starting ELO

The rating system used here is called the Glicko system.  It is based on the original Elo system that looks at the difference between the ratings of the two players and awards ratings points based on the result and some percentage of the difference.

However, in the Glicko system, that percentage calculation includes a statistical measure that looks at how accurate and up to date a rating is.    In general, the more games played recently, the more accurate the rating can get.   A new rating is  assumed to be highly inaccurate.

When ratings change by a lot, it is likely to be this factor that is responsible.

so basically they havent played for a long time in that time control (or at all) so it is reaching insane levels

cuz what if they had improved/ deproved somewhere else!

it is less confident of your friends strength, thus the insane rating

also why do you want to risk so much rating a game, also being overrated definitely isnt something you want (do you want to play ppl  much better than you eevry game?)

your answer is called Glicko RD you can google it.

You're, 300 elo dude, you don't look like you deserve more elo anyways

Isn't it more likely to be the opposite? If someone is 3000 elo it's almost impossible they deserve much more, but if someone is 300...
