Why is using a moves book allowed in Online Chess?

just wondering...how come the rules change for online chess over live chess? what is the distinction between them

There's no practical way of telling people using a book from those using their memories.  The only openings I really memorize are Dutches, some Queen's Indians, and certain Sicilian lines.
