why some peoples online rating 2000+ but blitz and standard rating is 1000-1300?

Players rated from 1100-1300 were generally  didn't know too much of that opening,strategy,endgames.then why the players are so much better in online games???

It's pretty normal. Online ratings are high.

A player 1700 in live is much better than an online 1700 rated player.

Obviously when playing ''online'' you have: a) outside help(books,opening theory), b) much more time to think(less blunders)

While I'm not that bad, my live chess ratings are quite a bit behind (bullet: 13xx, blitz 14xx, standard 16xx, online 18xx, tactics 22xx).

There are two main reasons for this in my eyes.

1) I play bullet/blitz for fun, when I'm finished with a long paper, or when I come home semi-drunk while taking online chess more serious (I still play terrible there too, every now and then..)

2) Online chess ratings are overrated, almost everyone seems higher rated than they should be.

Generally speaking I would totally agree with you. Although obviously it's a bit more complicated that that.
