why won't people resign?

I spend most of my time on 5 min. blitz games. As soon as it's clear I will win, many opponents just stop playing and let their time run out, even if it's 3 minutes or more remaining? Why do so many people do this rather than be mature and simply resign?

That almost never happens to me. Maybe the problem is that you are playing lots of beginners whose rating has fallen from the 1200 starting point.  They haven't played enough yet to learn how to act and they haven't let the clock run out enough to get censured.

I suspect it is a ploy and they think you might just buckle and resign first.  If they resign then the game is a guaranteed loss to them.  However, unless you can beat people of a certain level by skill, you're only going to end up getting paired with people above your own skill level who will beat you and send your rating back down again, so I think it's a bit of a pointless maneuvre.  Also, you can't blame your opponent for the way that you yourself play a game of chess, so you should be prepared to take the consequences by resigning.
