I see your point. I think that uscf and FIDE have many other things to worry about than cheating, the world championship for example.
Will technology ruin the game of chess?
I believe chess will be "solved" by computers soon enough. The Rybka team has already solved the King's Gambit Accepted (3. be2 is the only move that doesn't lose by force against perfect play, if I remember correctly).
Eventually all the openings will be solved. But we'll still play because we're humans and we don't play perfectly, even if the solutions have already been found.
I notice how far technology has come, will it soon become impossible to catch cheaters because of new technology, hence, making the game not worth playing?
about this forum, chess.com is part of tech chess. If you say what I am quoting and if tech was not here, we would not even be talking about this topic! So I would say tech is OK.
(edit)
who thinks I have a point?
Could you repeat that? I can't hear you with this damned MP3 blasting through my Google glasses while I'm recording video of my chess game.
So far, tech is great. Who knows, just around the corner may be software that identifies computer play online vs. human play. Shouldn't be too hard... should it?

No, Rybka didnot solve the King's Gambit. It was an April's Fool prank by chessbase. http://www.chessbase.com/Home/TabId/211/PostId/4008051/the-chessbase-april-fool-s-prank.aspx
