I think some of the games my little sister and I played when we were kids featured kings starting on the wrong color and black in the bottom right corner. I clearly remember us getting into a position where her king couldn't move and we didn't know what to do, so we decided that I won..

I think it doesn't make much sense to ask what is the worst game you have ever seen, without any limitations, because two players who learned the game ten minutes prior and barely even know the rules of the game would play a completely nonsensical game.
It would make more sense to ask, for example, what is the arguably worst game ever played in a master-level tournament.
