I suggest you report this to the staff directly since not many here are capable to do something about this.
But regarding the points, I agree with you and find it equally annoying sometimes

I really like your suggestion of expanding the possible rating limit.
Variety in starting positions could be a good option for Chess 960-tournaments.
I don’t recommend to play a tournament and then have 40 games at once. But I am not a expert on how the amount of games gets selected.
I wanted to submit a challenge for Daily Chess960 chess, where I am currently rated 2646, clearly overrated. (I am obviously strong, but not that strong.)
First of all, I would like to set the rating range, as -400 to +400 looks very limiting with few players in the range, -500 to +500 would be more appropriate with many more people in that range. No range looks like a bad option for me.
Moreover, when I set -400 to +400, it was showing a rating range 2617 to 3417, derived from my local blitz rating. Which is a clear bug. There are no possible opponents in that range in Daily Chess960.
I know that there are tournaments and maybe I will enter some sooner or later, but tournaments with 1 day per move and no vacation can be very stressful, whereas tournaments with 3 days per move can last very, very long, keeping my mind occupied for months with something what is not worth it. In my opinion, there should be more tournaments with 2 days per move here, as they proceed relatively fast while the danger of losing of time (and especially the related stress) is much lower than with a single day per move.
And I am also very selective about my opponents, which is why I do not play tournaments here.
Moreover, all the games in each tournament round start from the same position, which is not optimal in Chess960, with variety being one of the main assets of Chess960. It would make more sense if only the pairs of games between the same players started from the same positions, as in Daily Chess matches.
