Your timeout % in the last 90 days is 12.2. Some tournaments have a maximum timeout %age which you have exceded so you cannot join. This is because the tournament host does not want to risk players timing out games instead of completing them. Others have no restriction. The only way to solve this is to not timeout in future so your % in the last 90 days goes down and you can enter all tournaments. You can also start and complete many more games so your total games are more and the % of timeouts will be less.
