lol, the rook actually can defend the passer, and in fact my reflex was Rc8 a1=Q Rb8+ which uses the opposition to force the king to stand in front of the queen (pretty standard theme). the catch is that doing so transposes to a standard rook pawn draw.
anyway the solution gets easy enough with so many clues ("puzzle", "zugzwang", "only one winning move")
