A suggestion,

My average time per move is 3h32 min.

Now, Ive played 455 games. So, for my average tme per move to go down, it would take a while. I was working all summer, could make only a couple moves per night and it brought it down. Now Im back at school and am ready to play more.

I recently tried to enter a tournament and it said the min was 3h00. I couldnt enter.

My suggestion is to have a way to reset the average time per move. Now you dont want people to abuse it, so i guess you would need to play at least ten games or so (I really dont know...) before it became your new official average time per move.... Or maybe only look at the last 100 moves to determine the average time per move....

Catch my drift?

I like the suggestion of looking at only the X most recent moves. It gives a more accurate indication of his speed right now.

Weighted average, with weight proportional to proximity to the present.  Or some affine transformation thereof.  Pardon the math talk.
