This issue is very concerning to me. Regardless of using the support and mechanisms available to me through chess.com, an opponent could continue to harass me despite apparently blocking them. Has this happened to anyone else? I shouldn't have to abandon a game or resign because of harassment. If this is a bug or error, please chess.com you need to protect people from this. I have screenshots of the discussion and reported it, but he could still talk to me even after I reported and blocked him.

Hmm. I believe that blocking is supposed to restrict future matching and messages.
You can report the player for abuse. Send your report to support@chess.com and if it is bad, they will likely be muted or have their account closed.
Isn't there an option to turn off chat?
