Accuracy and the review report card rating estimates are not indications of possible fair play issues. The site does not use either of those for closure determination; neither one are direct correlations with engine moves.

Posting public accusations is not allowed. Also, discussions of cheating, potential cheating, or cheat detection are not allowed in the general forums.
The site actively works towards removing player violating fair play guidelines but it's not as prevalent as some think.
