Hmm. Well, once you have reported a player, it is checked out by the Fair Play team. At that point, that is all you can do.
If they don't close an account, it may be that there wasn't sufficient evidence.
You could also be wrong. A 96% accuracy isn't uncommon and isn't proof of cheating. Also, daily games allow the use of books and databases, so accuracy will often be higher than in live games.
At any rate, Support was never set up to argue with people about individual cheating cases.
Recently I played with a cheater, he clearly cheated, his rating was just beginner but he played with %96 accuracy like Magnus Carlsen, it’s impossible, everyone can understand it’s cheating. I tried to report in all levels but nothing helped, that cheaters account was not closed. I tried to raise in the forums too, but moderators kept locking my thread. That’s so disappointing.
