False draw system claim?

What does fide recommend? I know theres a 10.2 claim on time if the opponent is not trying to win OTB but if no repeating moves and it looks asif minute approach to this really drastically uncommon mate is made, will a winner be called out since it looks asif one player is trying to win and the other allowing progress? And also, since there is time add-back to other controls. If a draw could be claimed on 10.2 even though progress is made, on a time-increasing time control where the 10.2 rule no longer applies, (Or does it? Can't remember right now. Sorry) does it mean if white/black forfeits on time, that the game is lost? Or will system kick in and draw.. :P

I think the Arbiter would get kicked out after making a controversial bad decision ... (middle game) ... checkmate in 2 is sufficient effort ...

I'd like to know how chess.com could implement the computer process that detects time-wasters.

Note "by normal means" ... therefore if the corner squares are occupied and the king and knight would have to move on a dangerous path to get to a checkmate square then a game with 1 knight vs should be a draw. (in the case of a time out when only a ridiculas helpmate is possible).
