Streamers like Hikaru and others have contacted Chess.com moderators who provide them with these time odds games. Unfortunately, this feature is not available to the public yet. If you really want this to be an open-source feature go to the bottom of your screen and click : Help > Make a Suggestion.
For now, I guess just run down the time of one side on the first move if you really insist to have an online time odds game

There's is a long move timer on the first 10 moves so that method may not work too well.
In the future the option might be available, though likely only in unrated games.
