I thought the following should work:
- Go to your profile and click "Edit profile".
- Go to "Gameplay" and scroll down to "Challenges".
- Set the "Incoming rating" and the "Open challenge rating" to the rating ranges you want to play against.

I did that, and it's still pairing me against people that are the same elo as me
Sorry, you're right. You can't set the lowest rating to one that's higher than your own 
I'm trying to only play opponents +200, but it's only placing me around players that are close to the same rating
