It looks like an hourglass chess clock to me. (No way to know what the actual time control of the sand would be.) After looking at it closely, it seems to me that the two hourglasses aren't physically connected together. I guess both of them would have to be moved simultaneously when "hitting the clock".

Number 5 post . . . That is a chess clock . . .

Make a move and lower your side and starts opponents sand to pour . . .

Sand empties the game ends . . . Very old clock . . .

Best watch I ever owned. Even kept time at night with the aid of a flashlight, just not as accurately as in daytime.
