if the opponent lose by the time ??

i want ask something....if the opponent lose by time (running out of time), are the rating changged ?? 

4 moves is much

2 moves would be enough 

but in my case Cello vs Quartz (that's me) , and i won because of time BUT my rating still same ?? and the game has been 17 move !!
