IP addresses change too, your service provider will likely to know it, but that is it.
I thought you required a court order for a IP address.

The IP address will normaly be identified by a specific number, althoug the localization will be only approximative.
I think all schemes requires someone to send an email with a link to you? So just be carefull who you give your email to... and be carefull which links you click on in emails.
I think that people with the right knowledge can find your IP address, and perhaps more details.
But there are also ways you can hide your IP address.
I suggest that you make a call to your Internet Service Provider and ask them about those issues.
