For some reason, I can't find Chat Rooms on Live Chess. Can someone help?

You can ask a Chess.com worker for help . I don't think other Chess.com members will have the answer so thats my only suggestion.

If you want to have general chat, you will need to join a group/club and chat in their chat room.

You really should have opened a new topic but the site uses tie-breaks for tourney ranking.

That is more about Daily tourneys but the same process is used for Live.

There are a number of tie-breaks that can be used. Here are FIDE's suggestions.
