To add to what MS said, 95-99% doesn't necessarily mean cheating. Sometimes that happens normally even for low ratings. The percentages are a bit misleading.
But chess.com's capacity to process cheating reports is extremely high. They check millions of games every day (literally!) so just report and then don't worry about it.

You can't use the same email address on mutiple accounts.
