A daily game with a 24 hour per move limit is not stalling when he takes 20 hours.
You are at move 84 after one week. The average time taken per move is much lower.
He could go on vacation for months. That would possibly be stalling.
Do not make accusations in the forum. You reported it. That's all you can do.

For 7 days he makes one move every 20 hours.
Id want some action to be taken
Then when I messaged him if he could finish the game, he moved a couple of moves faster.
But now he starting to stall again.
He starts new daily games and to those players he can move fast.
Can the support team not just ban this player for a week? All his remaining games should become automatic losses. Else these kind of ppl never learn their lesson.
Look at the game and it's obvious he's laughing with it.
