I know Im not in full screen mode, and have found with the tracking bar I go down to the page bottom, and on the left of the keyboard there is a key with an arrow pointing right with a vertical line in front of it that takes me to the top again so its a bit easier!
Ill have to see if when pressing the tracking bar I go always to the bottom or can control speed when there are many comments!

Ive still got it too, They are looking at the problem they assure me.
On my Mac , you enter View in the top bar on the screen, and see it there. It wont work for me in that either.
The site are looking at it, " Sean" has been in touch to confirm.
To everyone who got this problem (is still happening), I don't think the staff or the techs will fix this because they are too focus on the V3 atm. So we just have to put up with this for now.

No is not. Also I've noticed that when I am on the forum the scroll work but as soon as I touch any game the scroll stop working for the page.
Same for me.
If using a smaller keyboard or a mac without certain basic key functions, then why not google for the relevant shortcuts if you don't already know them.
Re scroll bars I suspect its something with the devices settings.
Issues;
are you on full screen mode if not they may not show
or
preferences / settings tick always show scroll bars
