Some Accounts Don't Allow Membership Gift

Why do some accounts not have an option to gift a membership, and what does that person need to change to fix that?

It's possible that privacy settings or blocking on the giftee's side might have an impact on that. 

Thank you for your reply Martin. I have checked with a couple people and they swear they have all privacy setting allowed. It doesn't show me the option to gift to them, and here is what it says when I search for them in the gifting section to try to give that way.

Could you send me a couple of people you tried on via PM? I'll see if I can determine what may be going on.
