it's also called a king's fiachettoed bishop if the bishop goes to g2 or g7 early in the game, but as a reference to the bishop move, rather than the opening

I'm pretty sure ir's mostly played by begjnners. Ceding the center so early in the game, while weakening the king side pawns is tough to win.

There are hyper modern openings, like the Reti  that are playable if one wants to play from the flanks. The goal is to cede the center in a way that makes it difficult for the opposing player to defend the center.

I think people that play the french get quite good playing black in cramped positions. Takes practice though. 

I'm pretty good at playing cramped positions, black or white, but I mostly try to avoid them. 😋
