What to do when someone stalls a game

I have dropped ELO because someone decides to stop playing when they are clearly lost. Why do I get deemed to have abandoned even though I pre moved and left chess.com open in the background? Surely it would make far more sense to begin the abandon timer after the pre made move is made.

Premoves are not sent to the server until after you receive your opponent's move. So, you can get disconnected and your premove(s) won't happen in that case.
