Why do I keep getting lower rated opponents on Daily Outgoing challenges?

I have my Incoming/Outgoing settings set as follows but I keep only getting opponents that are 400 o more ratings points lower than my own rating when I create Daily game challenges. Am I not using the settings correctly? Here are my settings:
Incoming: -25 < > infiniti
Outgoing: -25 < > infiniti

Shouldn't my settings indicate that I only want opponents with ratings no less than -25 my own rating but as high as possible?

I only keep getting very low rated opponents... Is there a bug you need to fix, Chess.com?

EDIT: I should also mention that this settings only show when I go to the Live Chess section of my settings. When I go to the Daily Chess section, there's no such option for incoming/outgoing games. Is this option not available for Daily Chess games?

I searched your daily chess games and I only saw 1 opponent rated under 1400 in the last six months.

Are you aborting all those games?

I did abort 1 or 2 games a couple times. The first time when I got players rated -600 than my own. The second time I updated my settings trying to see if a refresh would fix it, and then got a couple -400 rated players again. That's when I decided to post this. 

Pretty much all the daily games I've played in the past have been by me exploring the Open Seeks section and manually selecting players of a reasonable rating... but now I don't see that option for Open Seeks anywhere in the Daily Games area. Has that feature also gone away?
