"Won on time"

I'm also confused about the "won on time" thing. For example, I played a game that had a 15 min time limit per move, (15/0). It only took a few minutes each turn, not 15, so there should have been plenty of time left each turn. When my opponent "won on time", according to my clock I had like 8 minutes left to move. Can anyone help me understand this?
15|0 means 15 minutes for the whole game, not per move.
