I'm sorry, but Web pages CAN be viewed Offline without being connected to the web, also, you CAN interact with an Offline Web page without being connected to the internet.
I only play chess using the Android app, however, I believe once you choose the Play > Computer on the website, all the computer programing instructions used to play against the bot is downloaded and executed inside your browser using your CPU. In other words, once you begin your game with the Computer using the web, an internet connection is no longer needed to play the game. You can try this by Playing a Game vs the computer or bot and then try disconnecting your internet connection and see if you can continue playing your game. I know on Android, this is totally possible.

The bots have to be controlled by a CPU. In the case of your Android app, it's your smartphone controlling the bot moves. In the case of a web page viewed on a PC, it is the chess.com webserver controlling the bot moves.

Maybe only premium members can play the bots offline. You should try your own test, and and play the computer while disconnected from the internet, like this user mentions: Play Computer (Offline) Chess.com

This is disappointing, the bots were good practice for the live forum. Who gives a crap about inflating your rating? The "play computer" mode is not exciting and I am unsure how to do timed games there.

then click choose and it should give you this:
Click time, and it should give you various time controls:

what does "offline" mean in this context ?
On Android, Playing the Bots or the Computer offline requires no network connectivity to chess.com, (once you are logged in), whereas Playing the Bots or Komodo in Live Chess requires constant network connectivity to chess.com or you will abort the game.
In other words, I believe chess.com is reserving all online game connection for human vs human games in Live Chess since these games absolutely requires that both players maintain a constant network connection to chess.com or their games will abort. Keep in mind that Live Chess connection games to chess.com are a finite commodity with costs associated for each each connection.
On the other hand, when you want to play against a bot or a computer / komodo, a Live Connection to chess.com is not required because your local CPU can compute the moves of the bot that you are playing.
