No, it's not legal. White has two pairs of doubled pawns and Black is only missing one piece. This wasn't the position in the original magazine (Chess Life for Kids, pretty much geared towards the hordes of 900 USCF scholastic players out there).

Published chess positions are pretty much public domain.
It is courteous to include the name of the composer and the source, I think it is a little disrespectful to take an idea, make small changes and present it in a different form without acknowldgement....
