I first thought the solution was obviously axb8=B+, but that's impossible because the promoting pawn would have to be the initial f, and to get the white pawns to their current positions you'd need them to capture all the other 10 captured black pieces and pawns. Since the black dark-squared bishop cannot have left f8, it was not captured by a pawn and so axb8=B+ is impossible to set up. (Highlight to see)
