White cannot win this position, because no matter what the queen does, the two dark-squared bishops and the king will not be able to checkmate because they cannot capture anything due to the protection of the king.

Maybe white can win using this sort of plan, lets say we get the king to h6, we sac the queen for the h pawn and bishop and recapture with the king, then sac the g pawn for the second bishop leaving white with 2 bishops. Then through compulsion to move we remove the king from the protection of the d7 pawn and finally get a new queen for mate. But it seems pretty tricky to make it happen.
White could play Qxg8 to gain an advantage, and then white could take the h7 pawn by zugzwang, but no win.
This is a draw. Except if there are unorthodox pieces on the board shown. Black should guard against Kh6 (Qxh7..) with Kg6, and against Kd8 with Ke8. Otherwise, just don't move the h pawn and the g8 bishop to have a draw. And don't loose a bishop, when the black King is at f7.
