Because white can only make one move at a time. It must be possible for black to make a move in between. Well, joshgregory7 said it differently, but correctly, by posting one word "stalemate". It is the whole point of understanding the puzzle.

Funny one. Looked like a chase in a Chaplin movie.

Actually, it is mate in 17 since 8 RF1-Re8 9 g4-Re1+ prolonges the mate by one move.

 15.. Rxc7 would also extend the game
