nope, there's still a chance for either side to win, but I'd say black has a bigger oppurtunity
If both sides play accurately, then it's a win for Black. Black can just cover the queening square with his bishop (if not taken) or just go after the pawn with his rook to a5. (if the bishop is taken)
Either way Black wins.
