To build the bridge the white rook should go to f4 initially instead of f5. This way the black king cannot hassle it. For example, on move 1 instead of 1...Rh1 black should play 1...Ke7, and on 2.Rf5+ Kf6 the king attacks the rook.

thanks for the reason i learnt rf4 but i never understood why not to play rf5 as it is quicker.
