Because all the other people will also be free to do what they like (which could mean anything from not asking before borrowing sugar to shooting you because you didn’t give them your car).

Yes, most people aren’t that bad, but the few that do that will trigger big incidents of retaliation. There will be riots. And riots never end well. Just look at the history of the Indian republic.

It was assumed by the French monarchy that making people die horrible deaths would ensure that the revolution never occurred. Schools also assume that students will do that. 
And wouldn’t that be enforcing a type of structure on them?

It will most certainly make it worse because the people are policing themselves and most people, you see, aren’t capable of doing that. And yes, it will be a structure, because the reason you aren’t murdering people is because others will murder you if you do that. So everyone has a gun to everybody else’s head.
